exactly correct, that is why it works so good - but you need the fear that you are not going to get away with the initial strike to prevent it. Very similar to Teddy R’s “speak softly but carry a big stick.” Align incentives to prevent global war even if all sides have enough horse power to blow the earth to bits. Kinda stressful but works great.
